Program Resources
The First Nations - Municipal Community Infrastructure Partnership Program (CIPP) has developed a number of resources to help build capacity for First Nations and municipalities who are interested in building government-to-government relationships and developing joint service agreements.
The CIPP Service Agreement Toolkit is CIPP's central resource and is meant to be used in addition to the CIPP Primers, Templates, and Case Studies.

Service Agreement Toolkit
The CIPP Toolkit provides information on building and maintaining effective relationships, and also has information on how agreements can be developed between First Nation and municipal governments. Now available: The second edition of the CIPP Toolkit. -
Toolkit Primers
The CIPP Primers are booklets on specific issues which are meant to be used alongside the CIPP Toolkit. Now available: Service Agreements in the Yukon; Service Agreements in British Columbia; and, Joint Community Sustainability Planning. -
Service Agreement Templates
A series of service agreement templates for the following services: water and sewer; fire protection; solid waste; animal control; recreation; transit; and, comprehensive service agreements. -
Case Studies
These case studies provide First Nations and municipalities with realistic and relatable situations that can provide guidance and new and innovative approaches to collaboration on services.
